All sides of the box picture elephants with "GOP" on them. The year this was given out or sold is unknown, but it is believed to be from the 1960's. The back of the booklet is marked as follows:

WOMEN'S DIVISION
REPUBLICAN NATIONAL COMMITTEE
1625 EYE STREET, N.W.
WASHINGTON 6, D.C.
(Union label)

To judge the sizes the box measures 3-1/4" x 2-1/4" x 1". It is in good condition with overall staining on the box and on the booklet from the cookie cutter. the cutter itself has some edge rusting.
