It is not dated but it is from the 1960s. The ring base is made of plastic with silver paint. The flicker was most likely made by Vari-Vue. To judge the size the top section measures about 1/2'' x 3/4''. It is in mint condition as pictured. There were many actors and actresses that played on 1 to 33 episodes, but the three main characters were: Robert Vaughn - Napoleon Solo (105 episodes, 1964 - 1968)
