This is a registered keychain where if you lost your keys they could be returned by using the registration number. There is a bead chain for keys. It was most likely acquired when a donation was made. The celluloid dial spins and you would set it to the particular year. The keychain has the sign language letters of the alphabet on it. It has the good luck symbols of a horseshoe and a four leaf clover. It says it brings good luck in romance, wealth, love, health, success, and happiness. Besides the months, years, and alphabet, it is marked on the two sides as follows: RARE LUCKY KEY CHAIN
